Enhancing Public Safety in Downtown Upland with Real-Time Visibility
When the Upland Police Department and the City of Upland set out to improve safety and situational awareness in the city’s downtown district, they needed more than a standard camera system. They needed a thoughtfully designed surveillance network that could support law enforcement operations, daily public safety needs and major community events.
To bring that vision to life, the City of Upland partnered with TRL Systems to design and implement a comprehensive downtown camera and wireless infrastructure solution spanning 10 blocks in the heart of downtown Upland.
The area serves as a central gathering place for the community and hosts major events throughout the year, including the annual Lemon Festival, which draws more than 100,000 visitors over a single weekend.
Designed Around Real Operational Needs
From the beginning, collaboration played a key role in the project’s success. TRL worked closely with the city’s IT department and law enforcement personnel to understand how the system would be used in real-world situations.
The solution included strategically placed Avigilon cameras and Siklu wireless radios to provide broad coverage, high-resolution imaging and reliable connectivity throughout the downtown corridor.
Camera placement was planned with purpose. TRL worked directly with police personnel to identify high-traffic and high-incident areas, determine ideal viewing angles and ensure the system delivered the image quality needed to support investigations.
The system was designed to help officers and dispatchers gain clearer visibility into downtown activity, with camera views supporting facial identification, vehicle tracking and license plate visibility.
Supporting Daily Operations and Large-Scale Events
Today, the downtown camera network plays an important role in daily public safety operations. Dispatchers can monitor live camera feeds in real time, giving officers greater situational awareness as calls come in.
During large public events, the department can activate a centralized command center with multiple live camera views covering the downtown area. This added visibility helps law enforcement monitor activity, respond more effectively and support a safer environment for residents, visitors and local businesses.
Real Results for Public Safety
The system has already supported multiple investigations, including hit-and-run incidents, vandalism cases and a major violent crime investigation. In one case, investigators were able to track a suspect vehicle through the downtown camera network and identify a license plate that ultimately led to an arrest.
These outcomes demonstrate the value of a system designed not only to record activity, but to provide actionable visibility when it matters most.
A Partnership Built on Responsiveness
Beyond the technology, the City of Upland credited TRL’s responsiveness, planning and hands-on support as key factors in the success of the project.
